The first incident happened when a woman reported that she had been sexually assaulted by someone, who then ran away.
A second incident was reported, where a 38-year-old woman reported that she was also assaulted.
Police note that the risk is in relation to these events, adding the alleged violence was in relation to the unprovoked stranger attacks.
The release explained Flores-Bebington has met the bail requirements of not having any weapons, taking all medications prescribed, living at a court approved place, and not going into the area bounded by Thurlow Street to the west, Pender Street to the north, Homer Street to the east, and Pacific Boulevard to the south.
But the VPD says if he is seen breaking the bail conditions people are told not to approach, and call 911.
