Police say convicted killer, sex offender to live in Vancouver

Vancouver police have issued a warning to the public, saying a convicted killer and high-risk sex offender will be living in the city.

The VPD says Scott Mackay “poses a significant risk to women in the community, including sex workers.”

Police explain the 61-year-old is on day parole, serving a life sentence after being convicted of second-degree murder, sexual assault, and forcible confinement.

While living in the community, the man is bound by a number of conditions, including:

• he cannot consume, purchase, or possess alcohol;
• he cannot consume, purchase or possess drugs, other than prescribed medication;
• he must report all contacts with females to his parole supervisor;
• he cannot purchase, acquire, possess, or access pornography or sexually explicit material in any form or type of media;
• he will have a 10 p.m. curfew;
• he cannot own or operate a vehicle except in emergency situations that is approved by his parole supervisor; and
• he cannot be in the presence of sex workers.

Const. Tania Visintin is assuring the public that Mackay will be closely monitored.

“He was a high-risk offender who does pose a risk to women in the community, so us working in consultation with his parole supervisors, we felt the need that we needed to advise the public, put out his conditions, put out his name, put out his photo so the public can make their own decisions for their own safety,” she said Thursday.

“We have detectives from our High-Risk Offender unit, which are a dedicated group of detectives who monitor high-risk offenders. Should anything change, we will definitely be there to take appropriate action.”

In 1989, Mackay was found guilty of the 1987 murder of University of Victoria student Marguerite Telesford in Saanich.

According to the Times Colonist, Telesford had gone out for a run the morning of Jan. 18, 1987 and never returned. The 20-year-old’s body has never been found.

Police are asking anyone who sees Mackay in violation of his conditions to call 9-1-1 immediately.
