RCMP issues warning about sex offender living in Surrey
The Surrey RCMP says it’s notifying the public about a “dangerous sex offender” who is living in the city.
Leonard Ramstead was convicted in 2019 of interference of a person under 16-year-old. The RCMP says he was then convicted in 2021 of sexual interference of a person under 14-years-old. According to police, he “poses a risk to young children and adolescent girls.”
Mounties say Ramstead has received a statutory release ahead of his sentence’s completion in September 2026. After that time, he will be subject to a 10-year Long Term Supervision Order.

The 56-year-old is bound by a number of conditions as part of his release. They include:
- Not to consume, purchase or possess alcohol;
- Not to consume, purchase, or possess drugs other than prescribed medication; excluding cannabis purchased, consumed and possessed in accordance with the Cannabis Act;
- Not to be in the presence of and not to communicate directly or indirectly with any children under the age of 16 years unless you do so under the supervision of a person whom the court considers appropriate;
- Not to seek, obtain, or continue any employment, whether or not the employment is remunerated, or becoming or being a volunteer in any capacity that involves being in a position of trust or authority towards persons under the age of 16 years;
- Not to be in, near, or around where children under the age of 16 years are likely to congregate such as day cares, elementary and secondary schools, parks and playgrounds, swimming pools and recreational centres.
Ramstead is described as being 5’6″ tall and weighing 234 lbs. He has pale skin, blue eyes, thin, medium-length brown and grey hair, and a short brown and grey beard.
The Surrey RCMP is asking anyone who sees or knows of Ramstead in violation of his terms to call 9-1-1 right away.
