RCMP issues warning about sex offender living in Surrey

The Surrey RCMP says it’s notifying the public about a “dangerous sex offender” who is living in the city.

Leonard Ramstead was convicted in 2019 of interference of a person under 16-year-old. The RCMP says he was then convicted in 2021 of sexual interference of a person under 14-years-old. According to police, he “poses a risk to young children and adolescent girls.”

Mounties say Ramstead has received a statutory release ahead of his sentence’s completion in September 2026. After that time, he will be subject to a 10-year Long Term Supervision Order.

The 56-year-old is bound by a number of conditions as part of his release. They include:

Ramstead is described as being 5’6″ tall and weighing 234 lbs. He has pale skin, blue eyes, thin, medium-length brown and grey hair, and a short brown and grey beard.

The Surrey RCMP is asking anyone who sees or knows of Ramstead in violation of his terms to call 9-1-1 right away.
