Vancouver police confirm arrest of longtime officer; 19 victims identified so far

Vancouver Police Department (VPD) Chief Steve Rai has confirmed that Cst. Kalwinder Dosanjh was arrested Thursday for alleged criminal activity and is facing multiple fraud-related offences.
Nine different charges were approved against Dosanjh Thursday, he says: four counts of fraud over $5,000, four counts of theft over $5,000, and one count of breach of trust.
“Following a lengthy and thorough investigation led by the VPD, we have arrested a 26-year member of the Department for alleged criminal activity,” he said.
“Effective immediately, I have suspended Mr. Dosanjh.”
Rai says the VPD first received information alleging criminal activity involving Dosanjh in December 2023. The allegations involve incidents that occurred between 2017 and 2025, he says.
“Given the scope and gravity of these allegations, I have taken the strongest precautionary measure available to me and have recommended to the Vancouver Police Board that Mr. Dosanjh be suspended without pay,” he said.
“If the Police Board adopts my recommendation, this suspension will remain in place while the criminal proceedings move through the courts and until any disciplinary proceedings under the Police Act are concluded.”
Witnesses reported seeing numerous police officers at Dosanjh’s residence Thursday, with investigators carrying several boxes of documents from the property as part of the investigation.
Rai says the Office of the Police Complaints Commissioner (OPCC) was notified at the outset of the investigation.
He says 19 victims have been identified in the investigation to date.
“We recognize that there may be additional individuals and victims with information about Mr. Dosanjh’s alleged conduct who have not yet come forward,” he said.
“To support the ongoing investigation, a dedicated phone line has been established, and we encourage anyone with information to contact investigators at 604-717-2601.”
Dosanjh is a veteran VPD officer and founder of the KidsPlay Foundation, a youth-focused charitable organization aimed at steering young people away from gangs, drugs, and violence. He has been a prominent public figure in Metro Vancouver through his anti-gang advocacy and community outreach work.
Rai says another man, Surrey resident Sarabjit Singh Gill, 51, is also facing charges in connection with the investigation. However, Rai did not outline the nature of those charges.
