‘The motive remains a mystery’: IHIT investigating death of notary public in Richmond

RICHMOND (NEWS 1130) – A 58-year-old notary public was found dead in suspicious circumstances inside his Richmond business Friday evening and homicide investigators are combing through his client list and the crime scene searching for a motive.
Stephen Chong had “absolutely no record of any criminality,” according to Sgt. Frank Jang with the Integrated Homicide Investigation Team.

He was found around 5:30 p.m. Friday in his office, which is in a plaza near No. 3 Road and Granville Avenue

“There are things at the scene, that we can’t go into detail about at this time, that certainly led the officers to believe that IHIT should be involved in this investigation,” Jang explains.
“We are working hard to determine exactly what happened to him. Learning about who he met up with, who he was going to meet up with yesterday are all important details.”
