More charges approved in internet child exploitation investigation in Surrey

In January 2025, Surrey Police Service Internet Child Exploitation (SPS ICE) officers started investigating a suspect who was allegedly in possession of child sexual abuse and exploitation material.

The initial complaint came from the National Centre for Missing and Exploited Children.

During the investigation, SPS ICE officers executed numerous search warrants, seized electronic devices, and identified a suspect.

On Dec. 4, 2025, 41-year-old Kevin James Belcourt was arrested and charged with possession and distribution of child sexual abuse and exploitation materials (CSAEM), voyeurism, committing an indecent act in a public place, and two counts of failure to comply with a probation order, for a total of six charges.

SPS ICE continued their investigation.

An additional 17 charges have now been laid against Belcourt.

They include 12 counts of luring a child, one count of making explicit material available to a child, two counts of making CSAEM, and two counts of publication of an intimate image without consent.

Belcourt remains in custody and a publication ban has been placed on his case to protect the identify of the child victims in the case.
