Mayor Sim will not be sanctioned after investigation concluded he harassed Coun. Sean Orr

Vancouver Mayor Ken Sim will not face any sanctions following an independent investigation that found him to have violated the city’s Code of Conduct and harassed Coun. Sean Orr last year.
The investigation related to controversial comments by the mayor that implied Orr was antisemitic or supported terrorist organizations. Specifically, it addressed comments Sim made at an April 2025 press conference and online comments he posted in October of that year.
The report outlining the results of the investigation, released earlier this month, recommended a number of sanctions.
These included a letter of reprimand, a request that the mayor issue a letter of apology, a recommendation that Sim attend special training or counselling, suspension or removal of the mayor from committees to which he is appointed by council, and public censure.
However, it said that it is up to council whether to sanction him at all.
A motion put forward by Coun. Brian Montague asked that council impose no sanctions.
Sim’s majority ABC Vancouver party approved the motion.
The report did not relate to Sim’s false accusations that Orr had distributed free drugs.
