Ex-ICBC worker linked to shootings avoids jail time

VANCOUVER (NEWS 1130) – A former ICBC worker linked to a series of Lower Mainland shootings and arson attacks is now a convicted criminal, but she won’t be spending time in jail.
Between April 2011 and January 2012, 15 people were targeted in a series of offences across multiple jurisdictions. Their homes, vehicles, and property were the target of shootings and arsons.
Two men were arrested in 2015, one of whom police identified to be the orchestrator of the attacks, and the other whom police alleged was contracted to carry out one of the arsons. Police established the orchestrator of the attacks used information accessed by an ICBC employee, to carry out the attacks.
Candy Elaine Rheaume, of New Westminster, pleaded guilty to one count of unauthorized use of a customer information. She received a suspended sentence of nine months probation and must also do 40 hours of community service.
The 44-year-old was fired in 2011.
Investigators with the Combined Forces Special Enforcement Unit of BC determined she had accessed the personal information, including licence plate information, of 15 people. All the victims, including a former West Vancouver Police Chief, were associated with the Justice Institute of BC.
