Police say officers were able to stop the taxi near Main Street and National Ave, where the cab driver and a second passenger were able to run away.
The suspect barricaded himself inside the cab for two hours, refusing to communicate with police on site.
The VPD’s Emergency Response Team ultimately arrested the suspect at around 7:30 p.m., with the help of a police dog and taser.
