Vancouver woman one of two people charged in the case of missing Alberta man

Police have charged two people in connection with the death of Victor Roger Noel, a 56-year-old Edmonton man who was reported missing nearly four years ago.

On Nov. 22, 28-year-old Elizabeth Quinn of Vancouver was arrested in relation to the death. She has been charged with accessory after the fact to murder and indignity to a dead body.

This follows the Nov. 15 arrest of 31-year-old Edmonton man Colin Lepretre, who was charged with second-degree murder and indignity to a dead body. He was incarcerated at the time of the arrest.

Noel was reportedly last seen on Christmas Eve 2019 near 108 Street and 85 Avenue in Edmonton.

In August 2022, human remains were found in Camrose County in Alberta. An autopsy could not immediately identify them. The following month, RCMP and the Edmonton Police Service (EPS) were led to believe the body found was linked to Noel’s disappearance.

In October 2022, the deceased’s identity was confirmed by DNA technology to be Noel, according to the EPS.

“As detectives were still actively investigating the suspects in Mr. Noel’s disappearance, we chose to strategically deviate from our normal information release process,” Staff Sgt. Rob Bilawey said in a news release. “While this is not our preferred course of action, it assisted us in protecting the integrity of the investigation and ultimately resulted in the successful arrests of those responsible for his death.”

In July 2023, “following extensive testing,” the medical examiner confirmed the victim died of a gunshot wound, and the death was a homicide.
