‘He’s up to something’: witness describes fatal shooting in Surrey mall parking lot

One man is dead after a brazen daylight shooting in Surrey Monday that police say has the hallmarks of gang-related violence.
Just before 5:30 p.m. Monday, the Surrey Police Service was called to the Scott Road Crossing shopping plaza for reports of shots fired, where officers found the driver of a vehicle suffering from life-threatening injuries.
“Despite life-saving measures, one man succumbed to his injuries at scene,” police explained.
Within 10 minutes, police also found a burning car near 64th Avenue and Westview Drive in Delta.
In an update Tuesday afternoon, the Integrated Homicide Investigative Team (IHIT) says it has identified the victim as a 29-year-old man believed to have “connections to organized crime.”
Police say the investigation is in its early stages, but “investigators have confirmed the burnt vehicle in Delta is the suspect vehicle involved in the shooting.”
IHIT says the incident has all the signs of a “targeted, gang-related homicide,” adding that it believes there are at least two suspects involved.

In the minutes leading up to the shooting, a witness named Joe and a friend were having a discussion in the carpark.
“We were just sitting there and these guys kept walking around and we felt uncomfortable,” he told CityNews. “What’s this guy doing? He’s on the phone smoking and then I see what looks like the same guy over here doing the same thing and then I look and there’s another guy, three of them.”
He describes them as clean-cut men, dressed in dark clothing.
“I said to my buddy, ‘Is that guy looking to buy drugs? What’s he doing? He’s up to something, definitely.'”
Shortly after, Joe says he left for his nearby home.
“As soon as I get to my house, I hear ‘bang, bang, bang.’ And I didn’t know what was going on. One of my neighbours witnessed the actual shooting. He was walking across the parking lot when it happened.”
He says it was difficult to discern how many shots were fired.
“It was such a blur. Instead of just one shot it was just like a wall of sound.”
Police have not confirmed any of those details.
