Richmond double homicide victims identified, shooting gang-related

Homicide investigators have released the identities of two men who were shot to death in a Richmond parkade over the weekend. The shooting is believed to be gang-related.
Police were called Saturday at around 11 a.m. to Ackroyd Road near Minoru Boulevard, just north of Westminster Highway. There, officers found two men who had been shot. They both died at the scene.

“This was a brazen shooting in a parkade during mid-day hours,” said Sgt. David Lee of Integrated Homicide Investigation Team (IHIT).
The victims have been identified as 23-year-old Kevin Allaraj and 22-year-old Jeevan Saepan. Both are from the Lower Mainland and were known to police. Police say they are releasing their names and photos in an effort to generate tips in the investigation.
“Initial information obtained indicates that this is a targeted incident connected to gang activities,” reads a statement from IHIT.
Shortly after officers arrived on scene, a car was found on fire in Surrey near 114 Street and 96A Avenue. Investigators believe that fire is linked to the shootings.

“The scene in Richmond is specific to the 7000-block of Ackroyd Road between 9 a.m. to 12 p.m. on June 4. The scene in Surrey is specific to the 11400-block of 96A Avenue, between 10 a.m. to 12 p.m. on June 4.”
