Charges laid against former BC Correctional Officer

The Coquitlam RCMP says charges have been laid against a correctional officer who was formerly employed at the North Fraser Pretrial Centre in Port Coquitlam.

Police say they began a breach of trust investigation involving the officer in September 2022. On Oct. 15, 2025, the BC Prosecution Service approved two charges of breach of trust against Ramandeep Rai of Abbotsford.

“The first offence is alleged to have occurred between July 14, 2022, and Sept. 29, 2022, and the second between Sept. 11 and 29, 2022,” Mounties said.

The Coquitlam RCMP declined to provide further details about the charges but said the investigation and charges are unrelated to the escape of high-profile fugitive Rabih “Robby” Alkhalil. Akhalil had broken out of the North Fraser Pretrial Centre in July 2022 and was arrested in Qatar last month.

In a statement to 1130 NewsRadio, the Ministry of Public Safety and Solicitor General said the charges are “deeply concerning.”

“…as soon as potential misconduct came to light, BC Corrections reported it to law enforcement and launched an internal investigation,” the statement said.

“Because of strict privacy and confidentiality obligations, BC Corrections cannot provide details on any personnel-related details.”
