Here’s what Lower Mainland cities fireworks are allowed in this Halloween

Fireworks have been a tradition for many Lower Mainlanders on Halloween. However, in recent years, many municipalities have made changes to the rules, with pyrotechnics now limited to professionals only in most areas.

The use of fireworks in a municipality that has banned them could come with a fine, while other cities require you to have a permit to be able to set off your own sparklers.

Here’s a list of each municipality’s rules for fireworks use:

Abbotsford:

The City of Abbotsford has banned the sale, purchase, and use of fireworks.

Burnaby:

People in Burnaby wishing to use fireworks on private properties can only do so on Oct. 31.

Those looking to use public property will need a permit from the Burnaby fire chief. You cannot buy fireworks in the city, and firecrackers are banned.

Chilliwack:

People in Chilliwack need a permit to use fireworks, which takes 10 days to be approved.

That permit is for events only, and consumer fireworks are not allowed.

City of North Vancouver:

The City of North Vancouver is only allowing fireworks for public displays. No private use is allowed.

In order to hold a public display, you need to be certified as a “Fireworks Supervisor.”

Coquitlam:

A permit is needed to use fireworks in Coquitlam.

The sale, purchase, or use of fireworks is otherwise illegal without a permit from the fire department.

Delta:

A permit is also needed to set off fireworks in Delta.

That permit takes 10 days to be approved and costs $200.

District of North Vancouver:

Fireworks are allowed in the District of North Vancouver for a period on Halloween night, as long as you have a permit.

The permit costs $5 and allows for the purchasing of fireworks in the week leading up to Halloween. People with a valid permit are allowed to discharge fireworks from 6 p.m. until 10 p.m. on Oct. 31.

District of West Vancouver:

Similar to the District of North Vancouver, a fireworks permit is also needed in the District of West Vancouver.

That permit costs $5 and allows for use on Halloween night from 5 p.m. to 10 p.m. on private property.

Langley City/Township:

Similar to Surrey, those in the Township and City of Langley will need a permit plus the Federal Fireworks Certificate to legally set off fireworks.

The permit from the township costs $1,500.

Maple Ridge:

A permit is needed to use fireworks in Maple Ridge.

The city held its annual Celebrate the Night festival on Oct. 21.

New Westminster:

Smaller fireworks are allowed on private property in New Westminster on Halloween night from 4 p.m. until midnight.

Roman candles and firecrackers are not allowed.

Pitt Meadows:

Fireworks are not allowed in Pitt Meadows.

The city says bylaw and RCMP officers will be patrolling on Halloween night and will fine those who use them.

Port Coquitlam: 

A permit is needed to use fireworks in Port Coquitlam, which allows for private use in a certain time window.

That permit costs $30 and allows for fireworks to be used until 11 p.m. on Oct. 31.

Port Moody:

You don’t need a permit to use fireworks on private property in Port Moody.

They are allowed on Halloween night only and firecrackers are banned.

People are urged to register their family firework display with the city.

Richmond:

A permit is needed to use fireworks in Richmond. The permit is only given to licensed fireworks display supervisors and senior pyrotechnicians.

The city won’t be without fireworks on Halloween though, with the free Minoru Halloween Fireworks Festival taking place Monday night at the Minoru Track.

Surrey:

You will need a permit and a little more to use fireworks in Surrey on Halloween.

Not only does the Surrey Fire Department need to approve the permit, but you’ll also need a Federal Fireworks Certificate.

Vancouver:

Fireworks are illegal in Vancouver as of 2020. Before then, they were allowed just on Halloween night.

Vancouver Fire and Rescue Services is reminding people that its members will be patrolling the streets Monday evening and issuing fines to those not complying with the rules.

White Rock:

Fireworks are prohibited in White Rock without a permit.

That permit costs $50 and requires third-party liability insurance along with consent from the property owners.
