Surrey shooting victim identified

The Integrated Homicide Investigation Team (IHIT) is releasing the identity of the victim of a shooting in Surrey over the weekend.
The man who was killed has been identified as 29-year old Pavanbar Paul Mannan. IHIT says it’s releasing his name with the hopes of advancing its investigation.
“He was known to police. We’re working with all of our partners to determine exactly what Mr. Mannan’s background was and what would lead to such a tragic event,” Sgt. Timothy Pierotti said Tuesday.
“Any time there’s a homicide in which there’s a possibility of [gang involvement], we do work with our partners at CFSEU-BC. So in this situation, we certainly would have been reaching out to them or they would have reached out to us if there was a connection there.”
Pierotti could not say whether Mannan’s death was possibly related to any other homicides or crimes in recent times.
According to investigators, officers with the Surrey RCMP were called to an alleyway in the area of 96A Avenue and 130 Street for reports of a shooting just after 5 p.m. Sunday. When they arrived, they found a man who was unresponsive in the driver’s seat of a white Ford Edge SUV. Despite efforts to save him, Mannan was pronounced dead.

A burned-out Subaru Forrester was found in the area of 82A Avenue and 152A Street nearly half an hour later.
“IHIT will be in both areas throughout the day speaking with neighbours and canvassing for video,” Pierotti said.
“If you have information and have yet to speak to police regarding this investigation, please contact IHIT immediately. If you were in either area between 4:30 p.m. and 5:30 p.m. and have dash-camera video, please contact IHIT immediately.”
No suspect descriptions have been provided and no arrests have been made.
