“The circumstances of the collision are still part of the investigation, as speed is one of the leading factors,” Mason told 1130 NewsRadio.

On Monday, officers were called to the incident just before 3:40 a.m., after reports of the crash in the northbound lanes between 16th and 32nd avenues.

“When police and Surrey Fire Service arrived on scene, the vehicle was fully engulfed. The driver and a passenger were located deceased inside the vehicle,” Sgt. Tammy Lobb said on Monday.

Highway 99 remained closed to northbound traffic throughout most of the day as police, along with the Integrated Collision Analysis and Reconstruction Service (ICARS), investigated the tragedy.
